When a Child Needs Additional Support

A child may require more support than peers in various areas and for different reasons. Early and appropriate intervention can help the child or young person manage difficulties more effectively and prevent issues from worsening.

Contact your local government’s child protection or social worker, who will:

  • Provide information about available support services and benefits,
  • Assess the need for services,
  • Assign the necessary services,
  • Arrange funding.

In some cases, family co-payment may be required.

Local governments offer various types of support, such as housing adaptations, a support person for the child or family, child care services, social transport, assistance with purchasing medications and assistive devices, and more.

Your municipality’s child protection or social worker can help you find the right type of support.

If a child needs long-term support, a coordinator will be assigned to facilitate collaboration among different parties.

The family doctor provides guidance and ensures necessary examinations and treatment.

If the family doctor determines that a child’s health issue requires intervention by a specialist in another field, they will refer the child to a specialist.

If annual expenses on discounted medications for a child exceed €100, the family is eligible for additional subsidies on medications.

Children requiring nursing care can access nursing services. For more details, consult your family doctor or treating physician.

If a child has been diagnosed with a condition that requires a medical device, the treating physician will issue a digital medical device card for the child. The device can be purchased at a discount from a pharmacy or medical device supplier.

  • Speak with the teacher. If necessary, the teacher can refer the child to a support specialist (such as a speech therapist, special education teacher, psychologist, or social pedagogue).
  • If the solutions implemented by the teacher and support specialists are not sufficient, contact the Rajaleidja Center. Rajaleidja conducts assessments, recommends suitable learning arrangements, environments, and tools for the child, and provides guidance to parents as well as to the school or kindergarten.

Every child has the right to attend school in their local district, and the local government is responsible for ensuring this option is available.

  • If choosing a school becomes challenging, the local government’s education specialist can assist.

To determine the level of disability and apply for compensation of additional expenses, submit an application to the Social Insurance Board.

If all previous services have not yielded the desired results, contact a rehabilitation team based on a referral from the Social Insurance Board. The rehabilitation team will:

  • Assess the need for various services
  • Create a rehabilitation plan
  • Provide services according to the plan

A parent of a child with a disability is entitled to one additional rest day per month.

One parent of a child with a severe or profound disability may apply for the cancellation of a student loan.

If a child requires an assistive device due to their disability, the Social Insurance Board will cover the cost of purchasing or renting the device.

If a child exhibits behavioral difficulties, has experienced psychological trauma, or if the parent needs counseling on fulfilling their parental role, we recommend consulting with a child protection specialist from your local government. The child protection specialist assesses the child’s support needs, analyzes previously applied support measures, and/or arranges for necessary services.

  • As a parent, contact the child protection specialist in your local government. For referral to services, collaboration between the parent and the child protection specialist is essential.
    • The child protection specialist sssesses the child’s support needs, provides guidance on identifying appropriate services, arranges necessary services and evaluates the effectiveness of the provided services
    • If the applied measures are insufficient, the specialist assists the family in accessing social rehabilitation services. A child referred to services by a child protection specialist does not need to have an officially designated level of disability.

The Social Insurance Board covers the cost of services, making them free for the child.

  • Services are available until the child turns 19
  • As of 2024, services are provided up to a limit of 2,695 euros per calendar year
