Local government authorities can request support and assistance from the Child Protection Department of the Social Insurance Board. Following an application from local authorities, the Child Protection Department advises on:
- drafting of development plans that support child welfare;
- solving child protection cases and individual international cases;
- identifying the appropriate interventions for children and families in child protection cases.
The application for counselling must be e-mailed to: email@example.com.
In addition to local authorities, any specialists working with children may request counselling and assistance from the Child Protection Department.

Decisions made on local level directly affect the welfare of children and families and have a long-term impact on the entire local community. In order to ensure child and family welfare, it is essential that priorities in local development plans are set with due regard to the needs of children and families, and that effective and evidence-based interventions are planned to prevent risks.
To assess child and family welfare and ensure evidence-based planning on local level, the CPD has developed the “Child and Family Well-being Profile” in coordination with Ernst & Young Baltic AS. The profile promotes analysis-based planning of local life and evidence-based policy making on local level by tackling issues that impede the local life in order to manage risks and enhance the welfare of children and families. The child’s parent or guardian is responsible for the child’s welfare, upbringing and development. The state offers assistance and support to the family as necessary. Local government authorities are responsible for assisting children in need of help or in danger.
To provide assistance to children in need of help and their families, the child protection worker (or specialist tasked with child protection) of the local government authority first assesses the child’s need for help. The child protection worker has to assess the childs physical, health, psychological, emotional, social, cognitive, educational and financial condition and the parenting skills of the person raising the child.
Cases involving children in danger are handled by the local authorities in cooperation with other institutions such as the police, emergency medical staff, shelters, etc. Outside business hours, The Child Protection Department offers 24/4 support service for child protection workers and involved parties.
Case management is one of the most important methods for assisting children in need of help and their families. Case management allows a comprehensive assessment and handling of the child’s problematic situation in the most effective manner and in accordance to the child’s needs. In cases involving children in need of help, the case manager is usually the local child protection worker who, upon being informed of a child in need of help, first assesses the child’s and family’s wellbeing and need for help and within ten days determines if case management should be initiated. Case management is initiated only if the situation of the child can be improved by implementing a versatile set of measures, not by a single one e.g. a single counselling session.
Where necessary, the Child Protection Department will help child protection workers in assessing the child’s need for help and deciding on proper intervention to improve the situation of the child and family.

International cases of child protection are situations where it is necessary to handle various social problems related to a family with children that has moved to/from Estonia to live or work here/abroad.
International cases of child protection are managed by local child protection workers of the child's place of residence (marked in the Population Register). The child’s actual place of residence might be different from what is marked in the Population Register, meaning that in international cases local authorities of the actual as well as registered place of residence and the home country of the family need information. The country which requests information on the child or family usually handles any translations where necessary.
